Lieutenant Colonel Michael T. Powell currently serves as the acting Military Deputy at the U.S. Army Tank Automotive Research Development and Engineering Center (TARDEC) in Warren, Michigan. Previously, LTC Powell served as the Product Director for the Armored Security Vehicle.

LTC Powell was born in Pittsburgh, Pennsylvania and is a graduate of Slippery Rock University of Pennsylvania. Upon his graduation, LTC Powell was commissioned as a Second Lieutenant in the Ordnance Corps, serving in Combat Service Support units in Hawaii, Korea and Aberdeen Proving Grounds, Maryland. In addition to a Bachelor of Science Degree from Slippery Rock University, he earned a Master of Science Degree from Central Michigan University, majoring in Hospital Administration.

As part of the Ordnance Corps, LTC Powell held numerous positions including Platoon Leader, Company Executive Officer, and Shop Officer, Schofield Barracks, Hawaii; Deputy Support Operations Officer, Republic of Korea; Company Commander, Aberdeen Proving Grounds, Maryland; Transportation and Maintenance Team Chief, Fort Knox, Kentucky.

In 2003, LTC Powell transitioned from the Ordnance Corps to the U.S. Army’s Acquisition Corps. As an Acquisition Officer, his primary career path has been program management. His assignments within the Acquisition Corps include: U.S. Army Evaluator for the U.S. Army Test and Evaluation Command, Alexandria, Virginia; Assistant Project Manager for Tactical Wheeled Vehicles, Warren, Michigan; Assistant Project Manager for Force Projection, Warren, Michigan; Team Chief in the Office of Assistant Secretary of the Army for Acquisition, Logistics, and Technology for the Budget and Execution Team at the Pentagon; training with industry with General Dynamics Land Systems in Sterling Heights, MI; and Product Director for the Armored Security Vehicle in the Project Manager’s Office for Transportation Systems in Warren, Michigan.

LTC Powell is a graduate of the Ordnance Officer's Basic Course, the Combined Logistics Officer’s Advanced Course, Army Acquisition Basic Course, Intermediate Leader's Education Course, Intermediate Qualification Course, and Project Manager’s Course. His civilian education includes Bachelors and Masters Degree in Hospital Administration.

His awards and decorations include The Meritorious Service Medal (4 awards), the Army Commendation Medal (2 awards), the Army Achievement Medal (4 awards), the National Defense Service Medal, the Iraqi Campaign Medal, the Global War on Terrorism, the Korea Defense Service Medal, the Army Service Ribbon, and the Air Assault Badge.

LTC Powell is a member of the Acquisition Corps and is Level III-certified in Program Management, and Level I-certified in Logistics.
